Broadwater Elementary School in Helena has installed cyclone fencing and visual barriers around its campus after school administrators spotted a man armed with a gun outside his home across from the school last Friday. The changes are now visible to parents and students arriving on campus each morning.

The man identified in connection with the incident is Gabriel Metcalf, a Billings resident who has since spoken publicly about his actions, describing what he characterized as patrolling his property. School officials responded by working to block sightlines into the school grounds, a step that reflects both safety protocols and the reality that an armed person visible from a K-8 campus — regardless of intent or legal standing — changes how a school community feels about its perimeter.

Broadwater Elementary serves families across a broad stretch of west Helena. The school's administration has not publicly detailed what additional steps, if any, are being taken in coordination with the Helena Police Department or Helena Public Schools district leadership. Parents with concerns are encouraged to contact the school directly.

The incident adds to a broader national conversation about armed individuals near school grounds and the legal and practical limits of what schools can do in response. In Montana, open carry is legal, which can complicate how administrators and law enforcement respond when someone with a firearm is not on school property.
