The Helena City Commission voted 4-0 at its March 23 meeting to table an ordinance that would have established nighttime parking restrictions at city trailheads by amending Chapter 12 of Title 7 of the Helena City Code. City staff requested the delay to allow the Parks Department and Helena Police Department additional time to refine the approach following commission feedback at a prior meeting, with a stated goal of addressing dangerous behaviors without placing undue burdens on responsible trail users.

Four members of the public testified against the ordinance as written. Speakers argued that the behaviors driving the proposal — speeding, loitering, and vandalism — are already illegal and would not be eliminated by parking restrictions, since individuals could still access trailheads on foot or by being dropped off. Trail users also described practical conflicts for overnight workers, early-morning runners, and ultramarathon athletes who rely on vehicle access for safety gear and clothing changes. Speaker Chelsea Glenn warned that displacing teens from established trailheads could push drinking and driving incidents into more remote and less monitored locations.

Two Readers Village residents supported action. Cam Rigg of 21 Carriage Lane described nightly racing convoys, property damage, a sawed-off shotgun found in a neighbor's window well, and four crashes in four months including one in front of his home. Aaron Haffy of 32 Carriage Lane described three vehicles going off the road into a ravine, observed gunshots, and ongoing fights in the area. City staff will continue working with the Helena Police Department on an alternative enforcement tool, with no date set for the item to return to the commission.
