Five people — including four juveniles and one adult — face felony criminal mischief charges after Billings police say they threw bricks at parked vehicles in the Billings Heights neighborhood at around 1:45 a.m. Wednesday, April 29. The lone adult in the group, 21-year-old Donovan Elkboy, was arrested on a felony criminal mischief charge. The four juveniles, ages 11, 12, 13, and 16, will face the same charge.
Resident Frank No Runner captured the group on his home security camera after a brick was thrown at his car. The brick remained on his lawn as of Wednesday; his windshield was not broken. "It's just unfortunate to see young immature adults, you know, create acts that are really not beneficial to them or us," No Runner said.
Neighbor Art Hazen said his wife was awakened by sounds from the incident before the group moved on to cause damage in front of their home. "She heard somebody yelling over here," Hazen said. "She heard something breaking over here, and then she got me up. By the time I was up and I came out the front door, they'd already drove by and hit this one, hit ours." A third neighbor said she cleaned up glass and brick debris before an officer came to her door to explain what had happened.
Charges against the juveniles will be processed through the juvenile justice system. Elkboy's adult case is subject to standard district court proceedings.
